What healthcare benefits of a cleaner Europe?

It is estimated in this Health and Environmental Alliance report that cleaner air in Belgium resulting from the achievement of a 30% rather than a 20% reduction in emissions would result in public health benefits of between €320 million and €923 million per year from 2020. The costs of implementing the rise to a 30% target would amount to 150% of the possible public health benefits though.
