Is selective migration needed to salvage an ageing European Union? Bruegel research fellow Jakob von Weizsäcker favours a selective migration policy and pleads for a European “blue card” analogous to the American “green card”.
Jakob von Weizsäcker argues in this Bruegel Policy Brief for a European “blue card” granting skilled immigrants access to the entire EU labour market. This European version of the American “green card” would be a powerful complement to national efforts to attract top talent. Additionally, holders of a Masters Degree or equivalent from a European university or from a top university abroad should be automatically eligible for a blue card. Finally, in future rounds of EU-enlargement, high-skilled workers should be welcomed immediately provided they reach an earnings threshold, the “External Minimum Wage”.
